Fremont, CA: Texas retail electricity entered a more mature competitive phase in 2026. The clearest evidence is churn. A market analysis of residential shopping behavior published January 7, 2026, by ElectricityPlans.com found that 75 percent of Texas residential consumers signed a contract of 12 months or less during 2025.
That number comes from the publisher's own review of shopping activity rather than an official PUCT dataset, so the methodology deserves scrutiny before anyone treats it as a market benchmark. Either way, a large share of residential customers returns every year, and providers have adjusted. Competition that once ran almost entirely on an advertised cents-per-kilowatt-hour figure now runs on contract length and on how much of the bill a customer can see coming.

How Texas electricity deregulation created a new field of competition
Deregulation broke the electricity business into pieces held by different entities, and each piece limits what a retail provider can control.
What deregulation separates
Competitive retail supply is split from regulated transmission and distribution service in the parts of Texas open to customer choice. You pick a retail electric provider for the supply portion of the bill. The local utility keeps the wires and the meter no matter whose name is on the statement. Retail competition rests on the restructuring framework established under Texas Utilities Code Chapter 39.
Deregulated does not mean unsupervised. ERCOT runs wholesale market operations and grid reliability across most of the state, and the Public Utility Commission of Texas writes and enforces the retail rules that providers compete under. The delivery utility remains a regulated monopoly inside its territory.
Choice is not universal either. Municipally owned utilities and electric cooperatives can sit outside the competitive framework unless they have opted in, which is why the service address rather than the state line determines whether a shopper sees competing offers at all.
So competition concentrates in a narrow band: how the product is priced and structured, and how much of it a customer can see before signing.
Is Texas still on a separate power grid?
Most Texas demand is served inside the ERCOT interconnection, which ERCOT describes as operating largely independently of the Eastern and Western interconnections. The qualifier matters. Parts of the Panhandle and the El Paso region sit outside ERCOT, as do slices of East Texas, and ERCOT itself keeps limited direct-current ties to neighboring systems.
Texas electricity pricing innovations are changing how plans compete
Pricing design is where the experimentation is, mostly because it's where the gap between an advertised number and a delivered bill runs widest. An advertised average price is calculated at set monthly usage levels, commonly 500, 1,000 and 2,000 kilowatt-hours, and it blends the retail energy charge with regulated delivery charges. Any plan-specific bill credit or minimum-usage condition also folds in.
So a household burning 640 kWh in a mild month can end up paying an effective rate with no visible relationship to the figure that sold it the plan. That has pushed providers toward plainer fee language and toward calculators that show how a plan behaves across a usage range instead of at one convenient reference point.
Electricity plan pricing transparency in Texas is becoming a differentiator
Useful transparency is practical, not decorative. A shopper should be able to locate the energy charge and see how delivery charges are handled. A shopper should also verify the contract term and the early termination fee. The usage assumptions behind any stated average price should be traceable, not implied. All of it sits on the Electricity Facts Label required under 16 Texas Administrative Code Section 25.475, which remains the central comparison document because it standardizes disclosure across offers that are otherwise very hard to line up.
Providers that explain the label instead of working around it are betting on the informed shopper.
Rhythm Energy is competing on disclosure
Rhythm Energy, a retail provider in the state, has built its consumer-facing material around that bet. Alongside the fixed-rate and time-of-use plans it sells in the electricity market in Texas, the company publishes a history of how its variable rate has actually moved. Deposit terms and early termination fee reimbursement get a plain-language FAQ rather than a clause a customer discovers after the fact, and new accounts get a 30-day test drive. Terms of that kind change, so any specific policy claim needs verification against current documents at the time of enrollment.
The competitive significance isn't in any single policy. When one provider publishes historical variable-rate performance and states its cancellation terms in advance, it moves the disclosure standard that every competing offer in that shopper's comparison set gets measured against.
Shorter contracts are changing provider economics
That 12-month-or-less majority cuts both ways. Acquisition costs get recovered over fewer months and renewal windows arrive far more often, which is uncomfortable for the provider and useful for the shopper. It also gives product teams room to test fixed-rate terms of unusual length and time-of-use structures priced around overnight or midday windows. None of that means a 12-month term costs a given household less than a 36-month one.
Four product families dominate the current shelf, and what separates them is less the price signal than the detail a shopper has to verify.

Renewable electricity plans in Texas reflect a changing generation mix
The physical build-out came first. The U.S. Energy Information Administration ranks Texas first in U.S. installed wind capacity.
Output followed. Inside Climate News reported on November 1, 2025, that wind and solar together met more than one-third of ERCOT demand across the first nine months of 2025. Both numbers explain why renewable positioning stopped being a niche marketing angle and became a standard product category.
Renewable claims require precise explanation
Three things get collapsed into a single marketing sentence. Installed generation capacity in the state is one. The physical blend of electricity crossing the grid in a given hour is another. The third is the contractual or certificate-based structure behind a retail plan's renewable claim, and it's the only one a retail provider controls.
According to calculations from the Institute for Energy Economics and Financial Analysis, Texas generated 147.2 million megawatt-hours from utility-scale solar and wind in 2023—accounting for 29.6 percent of the state's total electricity production. While this figure establishes the overall grid baseline, it does not mean a specific retail plan physically sends power from a given solar or wind farm directly to your business's meter.
That makes documentation central to evaluating any renewable plan. Does the provider identify the renewable energy certificates retired on the customer's behalf, and the period over which that matching happens? Rooftop and small-scale systems add a layer, because export credits and self-consumption interact with plan terms differently by product. These solar photovoltaic system trade-offs matter before you sign a buyback plan, not after.
Customer service and digital tools are becoming competitive products

Retail customer service in Texas starts at enrollment and runs through renewal. In between sit billing questions and payment arrangements, plus the move-in coordination nobody thinks about until moving day. Each of those contacts is a place to distinguish an operation. The distinction shows up in the channels available and in whether a single contact closes the issue, not in an advertised response time that no independent party checks.
One boundary stays fixed. When a storm drops a distribution line, restoration belongs to the transmission and distribution utility, not the retail provider that issues the bill. Providers can communicate during an outage and adjust payment terms afterward. They don't dispatch line crews.
Digital interfaces can reduce billing uncertainty
Digital tools make pricing more transparent when they connect metered usage to the energy charge and the delivery charges that apply to that specific plan. A dashboard isn't transparent just because it's well designed. It's transparent when it exposes the assumptions behind the number on the screen, including the usage level used for any projection and how it treats a bill-credit threshold.
Usage tracking and mid-cycle bill forecasting now function as product features in their own right, and so do contract-expiration alerts. Whether any of it changes how much electricity a household uses is a separate question that needs its own evidence.
Service models differ before and after enrollment
Sales-stage clarity and ongoing account support are different capabilities, and few providers excel at both. A well-built enrollment path can end in a renewal process that amounts to a single notice. It can happen the other way around, too.
The real test arrives later. That test comes when a household adds an electric vehicle and its load shape shifts, or when you have to trace a disputed charge back to a delivery-side line item. A dated expiration notice that names the current rate alongside the new default rate, with the exact end date printed on it, tells you which operating model you're dealing with 30 days out.

No provider is cheapest across Texas. Prices vary by transmission and distribution service area and consumption level. They also change based on the day a contract is signed and the conditions written into the plan documents. Is deregulated energy cheaper?
Competition creates price pressure. It doesn't promise a lower bill in any individual case. Delivered cost reflects wholesale conditions and the household's usage pattern, plus regulated delivery charges set through the utility rate process and whatever the retail plan itself says. Anchor any historical comparison to PUCT or EIA price data rather than a single study, since results shift with the period and the customer class examined.
Competition is raising the standard for retail differentiation
The deregulated Texas retail market has moved past the phase in which an advertised rate carried the whole competitive proposition. Product structure and the account relationship that follows the sale now do most of the differentiating work.
The next phase belongs to providers whose terms hold up on a first reading and whose product claims can be checked against documents instead of accepted on the strength of a marketing page.
